While they need to find the money to fund the new police college to be built near Cookstown this is, to my judgement, a loaded gun held at the head of the new Chief Con, Mr Baggott. He has got the job on the basis of his 'community based policing' doctrines, forcing him to take steps such as displacing the officer desk jockeys still left, and placing a bigger emphasis on civvy staff as being definately cheaper and possibly more efficient. There will be big changes expected of him and doubtless he will perform well to some level in the role of 'reaper', but I would conject that he will realise in time that NI, regardless of its demographics, is not Leicestershire. There will be some things that he will be unable to change.
